Bernie Morgan
Chief Executive
Bernie Morgan is the Chief Executive of the Community Development Finance Association (cdfa). Since her appointment as its first CE in 2003, she has been at the forefront of all policy and practice developments affecting the UK’s community development finance sector. She has established the association as a highly respected trade body representing the vast majority of the UK’s Community Development Finance institutions (CDFIs). Under her stewardship, the sector has loaned and levered more than £3/4bn into the disadvantaged communities. Bernie is a member of HM Treasury’s Financial Inclusion Task Force, a board member of Transact, the national forum on financial inclusion and an Advisor to the Commission on Unclaimed Assets. As a part of the UN’s International Year of Microcredit, she was a member of the UK National Committee on Microfinance. She is also a member of the Royal Bank of Scotland’s Global Microfinance Group. She was an inaugural judge on The Daily Telegraph/Morgan Stanley Great Britons awards. A Fellow of the Royal Society of the Arts, she holds a Masters Degree and a post-graduate qualification in the management of non-profit enterprises. Bernie is an accomplished national and international speaker, conference chair and facilitator, for which her skills are in constant demand.

Ian Best
Policy and Research Officer
Ian joined the cdfa in January 2009 to assist Harry Glavan in the policy and research arm of the cdfa. Ian brings with him a strong set of research skills carried forward from his Masters degree in International Development and his undergraduate Economics course. Although new into the community finance sector he has previous work experience in the third sector and at an ethical research firm. Ian is currently enjoying the challenges and high rewards that working for the cdfa brings and is hoping to make a long and lasting difference within the sector.

Claire Caffrey
Capacity Building Manager
Claire joined the cdfa team in June 2004 as the Capacity Building Fund Manager. This role is to support cdfa members to gain capacity building inputs to their organisations with an ability to apply to the Capacity Building Fund to cover costs. From the launch of the fund in October 2004 till May 2006, there have been 23 successful applicants with a total of grants of £39,515. We have seen new Associate members able to assess their loan appraisal systems and more established members looking towards building their sustainability through researching a range of options. This support will be continued to ensure that the CDFI sector grows and flourishes. The emerging sector can rely on high quality support that fits their needs from the cdfaCapacity Building Fund. Claire has also been tasked with developing the cdfa’s sustainability and this has been through developing consultancy. To date, the cdfa has undertaken a range of consultancy for example we have worked in partnership to assess demand and supply for financial inclusion services for Regional Development Agencies. Claire’s background has always been in the community development finance sector where she has developed the Street Cred CDFI.

Fabiola Caillaud
Administrator
Fabiola, who joined the cdfa team in September 2004, was new to the CDFI sector. Her previous experiences ranged from sales, import-export in a large French company, tourism, customer service, and NHS. Fabiola likes challenges and enjoys being part of the cdfateam. Her diversified tasks involves a supporting role to the Chief Executive, answering the telephone, keeping the website and the database up-to-date, managing the use of the meeting room and caring for its guests, ordering stationary, assisting with bookkeeping. In short, Fabiola offers her support to each member of the cdfa team.

Joe Dumont
Head of Communications
Joe leads on all communications for cdfa, and is working to raise the profile of the organisation and its members, and to increase awareness of community development finance. He joined cdfa in August 2008, having several years’ experience of communications work in the non-profit sector.

Harry Glavan
Policy and Research Manager
Harry previously worked with Prime to secure major funding from the corporate sector, and has been working with cdfamembership since January 2008, moving into Policy & Research in January 2009. He has a Masters in Public Policy and has worked in the private, public and third sectors on a variety of issues, including municipal fiscal solvency strategy, urban planning initiates in Krakow, comparative assessment of public transport systems and regulatory frameworks for environmental modelling regimes.

Debbie Johnston
Membership and Events Manager
Debbie joined the cdfa in March 2010 following nine years of working in the voluntary sector managing three volunteering projects in Bedfordshire: a mentoring project recruiting and training volunteers to mentor young people at risk of offending, working closely with Beds Youth Offending Service and Children’s Services; and two youth volunteering projects supporting 16–25 year olds in finding voluntary placements to gain experience. Before that Debbie worked for several years with a local authority in the Community and Leisure department supporting community development officers with local projects and organising large events such as inter-village games, national Playday and sportshall athletics. Debbie is a qualified Nursery Nurse and worked for a number of years in a local nursery, and also worked for three years as Stage door Receptionist at Milton Keynes Theatre.

Sungaweni Kamanga
Accounts and Events Assistant
Sungaweni joined the cdfa in November 2007 as a part-time Accounts Assistant and has recently taken on the role of Events Assistant as well. She is new to the sector and has experience as a credit controller in the courier industry. Sungaweni is currently an ACCA (Association of Chartered Certified Accountants) student.

Jules Mann
Operations Director
Jules Mann joined the cdfa as Operations Director in January 2009, following ten years at the Poetry Society, a national arts charity; from 2003-2008 she served as Director and was an active member of cultural leadership initiatives involving consortia activity to raise the profile of literature in the UK. Prior to that, Jules was working eleven years as Operations Manager in the commercial sector for a small wine import, retail and distribution company, followed by ten years of freelance development and strategic management consulting in the US and UK.

Teresa Rowe
Finance and Office Manager
Teresa Rowe joined the cdfa as Finance and Office Manager in January 2010 having spent some 15 years working in financial management and fundraising roles for various organisations in the charity and not for profit sector. Prior to that Teresa trained as a tax consultant with a leading London accountancy firm and subsequently worked in the private sector, offering business support and financial management to small and medium enterprises. Teresa brings to the cdfa a wealth of experience supported by a CIPFA diploma in Charity Accounting and Financial Management from London South Bank University.

Ron Seddon
Strategic Outreach Manager
Joining the cdfa in April 2008, Ron brings with him a wealth of experience in membership organisations. He has been a Regional Director for an employers’ trade association and also a Senior National Officer with a trades union. For four years he also worked on a self employed basis on a range of contracts which included research, writing funding bids and assisting construction companies achieve industry standard accreditations. In his spare time Ron is a supporter of junior football being the current and founding Chairman of Netherton United a community charter standard club fielding some 25 teams.

Corinne Thompson
Professional Development Manager
Corinne Thompson joined the cdfa as Professional Development Manager in January 2008 to develop a training resource that will provide a strategic approach to capacity building for our members, and to project manage the development and delivery of training programmes. Corinne has had a varied career, having worked as a Training and Development Manager within the retail sector, in business development within the franchise industry, and project management with charities and the not-for-profit sector.
